Proposal to Optimize 'Save It' Creation for Compliance and Efficiency

My suggestion is to align the creation of 'Save It' spaces with the Jira project setup, ensuring both happen only upon workspace activation after a contract is signed.

Here is the rationale for this change:

The Current Conflict: The current process encourages teams to use tools like Concourse and PDM from the very beginning of the client journey, including the RFP/proposal phase. This leads to the 'Save It' space being created prematurely, before a project is officially won.

Compliance Issue in Brazil: This creates a significant compliance problem in Brazil. According to local policy, 'Save It' spaces are exclusively for ongoing projects and must follow a specific naming taxonomy that includes the official Project Number.

The Core Problem: The Project Number is only generated after a contract is signed. Therefore, creating a 'Save It' space during the proposal phase results in a non-compliant space that lacks the required naming convention. Furthermore, at this early stage, the team does not have the necessary information to properly fill out the space as required by the Risk & Quality team, leading to compliance risks for management.

Operational Inefficiency: Under the current model, when a 'Save It' space is created during the proposal phase, the team is later forced to request its deletion and create a new, compliant one. This creates unnecessary rework and administrative overhead.

Proposed Solution:
By linking the 'Save It' creation to the workspace activation (which happens post-contract), we can ensure it is created at the right time with all the necessary information.
