[PDM Jira] Changes to fields list upon creation of PDM items in Jira

When PDM items are created in Jira Cloud, there are some fields present and required that make no sense in that situation, e.g. Concourse ID. It would be good to remove these and optimize the item creation popup layout to reduce the number of items that are visible upon creation the same way as it's limited in PDM template for other items.
