Estimation Configuration - Accelerators Page

Put Simply Statement:
Add UI for the Configuration side of Accelerators for Estimation

Why it Matters:
Estimation configuration requires the ability to add Accelerators to Work Items to properly track Effort and Accelerator usage across the firm

What’s Needed:

• Integration to Innovation Nexus/Hub to receive all Accelerators and the data we require about them every N days

• Ability to activate/deactivate Accelerators for the selected Offering

• View the data that we require (Accelerator Name, Type, etc)

Early ACs:

I think that there's a real chance that Accelerators page does not need to exist anymore in Estimation so would prefer to properly build this out later

• Given an Admin has an Offering selected, when they view the Accelerators page, then they will see all Accelerators from Innovation in a table view with X Y Z Q R S data in the columns

• Given an Admin is on the Accelerators page, when they view the table, then they will see a slider to turn on/off the Accelerator for selection for the Offering

Need to consider "in flight estimate resets"
