Third Party Labor (TPL) Resources Access in Concourse

There are NO caveats around Concourse for engagement teams with third-party labor (TPL) resources this should brought up to the Concourse team as a suggestion to add permission requirements specifically for TPLs who have limited access to client documentation due to their status as firm contractors.
