Allow Concourse to upload files from SharePoint into an associated Data Suites Workspace

For Saratoga, we need the ability to allow clients to upload via a designated Team's chat or designated SharePoint and then upload these files into an associated Data Suites workspace for processing.

Ability to convert Pursuit (Internal workspace) into External workspace and continue with DM selection and engagement execution

It would be a good feature to convert internal workspace to external workspace once pursuit is completed to ensure consistency, use of existing sharepoint, templates, deck etc.
