Ensure provisioning of concourse workspaces are successful

Concourse failed to deploy properly and during the application select screen no apps were listed. Ticket created with IT support, however additional time and resources should be spent to ensure successful user experiences for basic operations of the tool.

I see this is a known issue, KB0157159, this is unacceptable for a MANDATORY application that I am unable to even create a concourse workspace.
