Currently you cannot publish pre-defined workstreams to delivery maps. Teams have to manually add the workstreams each time they create a new workspace. There should be a standard set of workstreams created in association with each delivery map or component and therefore those same workstreams should be able to be published as a standard. If the team wishes to change the naming convention of the workstreams or even add or delete workstreams, they can choose to manipulate the standard after workspace creation.
