Ability to tailor templates / content specifically for a DM by different factors

As we move content from templates into module system repositories we need to ensure that we only show relevant content for a work item and tailor an end users experience to meet their needs. AS we collect content in the repositories we need to be sure to not just expose a laundry list of available surveys, metrics, personas, etc. We should be able to add meta data tagging to templates / content such as: Practice Team, Industry, Integrated Solution, Delivery Map in Admin Portal and expose it at the work item level
