With last night's Concourse Update this Bulk Upload feature is now available in the Settings pages for both internal teammates and client users! We have a downloadable template for both use case ready for your teams to be updated in one quick action!
Please let us know of any feedback you have on the implementation!
Two thoughts� one can we do something in the settings page, and two, could we use powerautomate to connect to the API�s? Could be a quick win.

Chris Ela (christopher.s.ela@pwc.com) has created a bot to solve this problem, but it becomes disconnected with each Concourse update. He has already done a lot of the work to make this process easier.
You could both reach out to him in the short-term. A good long-term solution would be working with him to develop this functionality within Concourse.

There is currently no functionality to be able to bulk upload PwC users or Client users in Concourse. These users also then feed into Jira.
For large projects, adding these people one by one is very time consuming and runs slowly. In addition to this, if Jira is being used for testing, a lot of client users need to be added to Concourse to feed into Jira. Adding 50+ users one at a time is extremely inefficient.
