Add a description for anyone creating a workspace that a Jira space will trigger a license cost approval may be needed by their leader or create awareness to control unnecessary costs.

Adding to this idea, I think whenever a workspace is created, an email should be sent to the territory management team to notify them of the number of users added, the workspace created, and the owner of the workspace, so the management team can cross-check it against their list of users who are assigned and planned to work in Jira. Then, it should be visible on the workbench dashboard so we can find the newly created workspace and users. But if a user was also in an existing workspace, we would know that the total number of users wasn't affected. Maybe the workbench dashboard can distinguish newly added users and workspaces with color or a label. (The workbench dashboard could also distinguish newly added users and workspaces with color or a label, and the notification email could include a link to it.)
