Export scope, deselect items, then reimport

We have found that reviewing the Delivery Plan after scoping is very time consuming. It helps that the scope can be exported for easier review. To help the user experience, feedback from teams is that people should be able to 'de-select' task items in the exported excel and then re-import this back into Concourse so there is an updated delivery plan, rather than going back into Concourse and manually de-selecting items again.
