Scope Additions - allow to descope mandatory work items during scope additions

Hi Team,

Based on multiple use cases discussed with the stakeholders, scope additions became quite strong feature allowing for multiphase planning or to scope expansion. At the same time, adding new offerings or delivery standards causes that mandatory items are added twice.

Let's check such basic and often scenario. Client would like to include training to PwC Scope as it was previously not needed. It will be part of existing project [not separate training project]. So using scope additions to add this CR we are going to add Training DS to the scope. However, we just need DS content without mandatory items as they were already part of core project scope.
