Including project activities taking place in RFI / RFP project phases in PDM

It was mentioned by Canada team, during feedback session, that current structure of Align stage does not cover activities that take place during RFI / RFP phases of the project, before the final contract is signed.

In reality, a significant amount of activities contained in Align phase would have to be marked as done as soon as the delivery starts, because they were finished way before the project kicked off.

The idea is to extend Align phase to include this kind of activities.
