In Ask Concourse allow the user to Add to Scope when discussing Offerings

When a user is working in Ask Concourse and they are discussing offerings with the AI solution, allow the user to tell the system to add a certain Offering to their engagement scope. If the user is not working directly in a scope, the system should ask the User the necessary context like - do you want to create a new scope or add this offering to an existing scope and allow them to either create a new scope or select from available scopes
