Enable Offering Visibility / Selection based on Practice / Platform alignment

We have received feedback from a number of practices / partners about concerns of engagement teams accessing and selling offerings that are not in their skillset or domain. Leveraging the offering scoping workflow, limit selection / visibility of offerings based on the engagement leader where they sit in their L1/L2 org structure and the associated offerings.
