Currently, CSV bulk import in JIRA only supports creating new work items. If task updates could be performed by overwriting existing work items using key fields via CSV bulk import, it would allow users to easily modify multiple work items at once, significantly reducing operational workload.

This is being considered for the next PI through ADO #1678623 — Enable Self-Service Bulk Update of Jira Work Items from CSV (parent epic #1401215 / Aha CONC-E-1378). It is tagged for PI consideration and is not yet PI committed. We will keep this ticket updated upon further development and shipping of this feature.
Could we use bulk update by ourselves? This is necessary for all client project. Please consider this issue.

This feature is essential for projects in Japan, and without its implementation, it will be difficult to promote the adoption of JIRA in Japan. In fact, during JIRA training sessions held in Japan, many users raised this development request. We look forward to its prompt development.
