Scoping Flow change - only mandatory items should be pre-selected

Hi Team,

Based on Salesforce building blocks selection we are receiving 550+ L4, where we need in total only 122 [including mandatory items]. Selection process is time consuming and requires a lot of effort and precision. If you made a mistake or skip something, finding the issue takes a lot of time.

Proposed Change: during scope creation only mandatory items should be selected [69 L4 if I am not wrong for PMO and quality]. If will cause that we need to select additional 53, instead of deselecting 430+.
