Enable Atlassian Intelligence in Approved Territories

Put Simply: Create a ticket for ITSCO to enable Atlassian Intelligence in approved territories.

Why it Matters: Expands AI-enabled functionality where compliance allows, improving productivity.

Additional Context: Ticket process should be standardized to avoid delays.

Acceptance Criteria: Any new site in an approved territory should have Atlassian Intelligence enabled.
