Disable Goals and Forms by Default

Put Simply: Automatically disable Goals and Forms in project settings for new projects.

Why it Matters: Keeps project environments clean and aligned with PwC delivery standards.

Additional Context: Requires post-creation configuration changes, ideally via automation/API.

Acceptance Criteria: Goals and Forms should be off by default for all new projects.
