We should improve how Ask Concourse communicates while it's working on an answer. Today the response just renders slowly on screen, which can feel like a blank wait and doesn't give the user any sense of what's happening.
Instead, Ask Concourse should surface its "thinking" in real time — showing what it's actually doing (e.g., searching the relevant PDM Delivery Standards, pulling curated assets, reviewing sources) until the full response is ready to display. This makes the wait feel faster and more transparent, reassures users that the right sources are being consulted, and reduces the perception that the tool is slow or stuck.
For example: If a user asks about how many offerings are currently in a scope and how many could be added, user would see reasoning such as it going through offerings in engagement and looking at database of offerings
