I would change the heading to "Add to this scope the Offering(s) and Sub-Offering(s) relevant to this [placeholder for the L2/Offering Sub-Group Name] opportunity".

You are asking the reader to select at least 1 Offering + Sub-Offering

Then in the text underneath say "Please expand the Offerings to select the applicable Sub-Offerings to add to the scope. You can come back to make changes anytime.
