Show L5-L6 work items when Filtered by Building Block

In a scoping workspace, when I filter by Building Blocks, the L5-L6 work items disappear. I need to see these to help inform my decision to remove a deliverable or not when filtered by BBs.

    At this time, the building blocks scoping flow is being decommissioned and will no longer be supported with updates, like this idea. Please use the offerings scoping flow going forward.
