Survey & Assessment: Enable ability to "Create Copy / Copy from Existing" survey creation

Today we give users the ability to start from scratch or from a template when selecting "Create a Survey". But if they have a survey for that engagement they have already created and need a new version or multiple instances of it, there is no option to "create from existing" / "create copy". The create from copy should only be enabled for surveys that the creator has access to in that SAME engagement, to prevent copy client name / details over from another project.
