Distinguish between DM owned by Practice and "Component Maps" applicable to all

On the DM selection, it should be obvious which DM are actually owned by the Practice team vs "component maps" which are aligned to all practices

    As this is related to Delivery Maps which have been retired in Concourse 2.0, I am closing the Idea. We are working to move teams to the newer Jira Cloud delivery experience.
